It's possible that he could have engaged "Lost Mode" via "Find my iPhone" (either by visiting icloud.com/#find or going through another iOS device) which disables the phone remotely until it's disengaged. This generally triggers the activation lock when you try to run through the initial set-up after a factory reset.
You might want to double-check his iCloud account for potential security issues & possibly change that password.

When she goes in and uses the right password will everything be gone?! I feel so bad! I read how to fix it but I'm hoping maybe once the right password is put in it will be normal? Any answers are greatly appreciated!
