Why is my iPhone 4s using so much data?
I'm trying to install iOS7 but I don't have enough data and iphone says I'm using 10 GB after I deleted all my apps and photos and I always delete the background apps so what should i do?

Check the usage in the settings it will show you how much your using data or probably your SD Card is crashed and that's rare to happen
Both ios7 and 7.1 are pretty large. It's really only about 700mb but it needs 3gb's of free space on the phone to properly unwrap, open up, and load properly.
Suggestion is to offload everything onto iTunes as a backup and then remove everything else from the phone. ICloud can't process this amount as you're only given a 5gb free account.
Honestly it's a good time to hard reset the phone and clean out the clutter like web cache and in-app data.
See that 'other' that's orange on the bar at the bottom of iTunes. It easily takes up 2-3gbs on it's own.
With the factory reset phone, install 7 or 7.1 then put your backup back on the phone.
