Will PayPal protect me outside of eBay?

I'm going to buy a iPhone which are worth a lot of money and I'm not going to purchase through eBay. I have found this guy on a website and he said to me
"You pay by PayPal and I will send you the phone" but i'm a bit worried e.g. What if the phone turns out to be faulty or in bad condition, even though i have asked the seller and he claims its in fully working order with no scratches etc.

He said to me that " I will put a Note when you buy the phone with PayPal on terms and conditions saying " This iPhone is full working order with no scratches and etc. If it is faulty the buyer can send the phone back and get a full refund".

Will that be ok, and will PayPal protect me incase he does not give me a refund.

I would stick to using ebay. I destroyed some guy who refused to let me return a product i bought. To this day i don't know if i did the right thing but ebay had their way with him big time. I'm sure it cost him a lot of money in fees. He was doing all sorts of weird **** like trying to pay me back with bouncing checks and **** and talking about how he was using the returned item i sent him then going silent for weeks at a time. Stick to ebay lol.

Basically paypal is not related in anyway with ebay. Paypal do say if you have any problems your money will be returned as long as you return the item and pay for the postage although they will not return it until he has received it. If you want any clarification e.mail paypal to explain and reassure you. Remember there are some countries you really shouldn't buy from.

Leave well alone. Chances are you will loose not only your money but have nothing to show for it, and it will be your own fault no one else's. There will be no protection.

He wanted to buy an iphone for a little less and offered the seller less to go through paypal to go around ebay and save on fees. The seller said if he would just send an invoice through paypal. However, I paid via PayPal as a guest, how will I go about getting my refund?
