No, the carrier info is never changed when resetting the device. If you want it unlocked then you will have to contact the carrier it is currently locked to and request for it to be unlocked. Some carriers charge for this, some will do it for free
To unlock an iPhone you first have to contact the current carrier and ask for it to be unlocked (you can do so even if you are not a customer). Once they confirm with you that they have unlocked it, you would plug the iPhone into iTunes on a PC\Mac with a lightning cable and perform a full factory reset on the iPhone and iTunes will confirm that you have successfully unlocked your iPhone.
