Does iPhone 3GS save contacts to sim?
Are they saved to sim card? I'm actually upgrading to the iPhone 4S and want to get my SIM card cut, so if I'm keeping the sim just getting it cut are contacts still going to be there?

No. They are saved to the phone. You could backup the 3GS using iTunes & then restore from that backup on the 4S once you get it. Contacts would be part of that backup of course.
