IPhone 5 broke, can I buy a used iPhone 4 and activate it?

I've had a iPhone 5 for the past year and a half through Verizon. It broke today. Like full on broke nto covered by insurance…

I found a Verizon iPhone 4 for sale for like 70 bucks in great condition from someone on craigslist. If I buy that, can I go into Verizon with it and have them activate it for me and have it be my new phone?

How to turn Siri on in iPhone 4s?

My phones home button got glued and so Siri just randomly comes on and so I looked up how to turn Siri off and I did turn it off. But then I was stuck with voice control which is worse than Siri, and now I want to turn Siri on but can't find the button for it.

IPhone restored. Only needs SIM card to activate?

I found an iPhone & restored it, only problem is it needs a SIM card to activate. I'm willing to buy a SIM card but I just want to know if an inactivated SIM card would work? The phone is Verizon, so if I buy a Verizon SIM card on Amazon/eBay would it work?
