Dropped my phone in water and it was in it for about 15 sec. I got it out and didn't turn it off because I didn't know I had to until I did some research online after the fact. So I put it in rice for 48 hours and it still won't come alive. Is my phone gone forever?

I wanted to clear my phone and set back to factory settings, there was two options. One to just clear all personal stuff off and another option to clear all and set back to factory settings so i clicked that.
Phone reset and turned on with the HOLA set up screen… (i left it as that. Turned it off & posted it)

Ok so this morning i woke up and my phone was working fine like the internet connection was just normal and then when i got to school the 3G sign from the top corner disappeared and i've tried everything to get it back like resetting network settings, taking the sim card out, turning it on and off, rebooting it and putting it on airplane mode, so i just left it and thought that it would work when i'm home and got Wi-Fi so i got home and connected it and its still not working like everything like bbm and snapchats working because of the Wi-Fi but it won't let me phone or text anyone! It can't be my contract because it doesn't run out for another year and i don't know what it is or how to get my 3G back.
I don't have a computer so obviously I don't want to add internet to cable or land line, and I don't know anyone I could share with. I've heard of "portable hotspots" - is this a solution? Or does some part have to be linked with the above?
I recently purchased the new Iphone 5c, the only problem i have is that i can't find a decent case anywhere for a 5c!

I updated my dads iphone to iOS 6.1.3 and it automatically updated to iOS 7.1.1 and it was already jailbroken. Can I jailbreak it again its cellular data is not working and its not detecting the sim. If yes than what way should i take that it starts working, please help
