When i'm at home i use Wi-Fi and it works perfectly but in my data plan, i have 50MB to use outside. I've checked the settings and everything is turned on but I still can't access internet outside. Is it because 50MB is too little?

I connected my phone to try to put some new music on it, but it isn't being recognised as a device? It's charging and I've tried several different cables and it hasn't changed anything, so it's definitely not an issue with the USB connection. I restarted the apple mobile device service, still won't work. I have windows 8 if that affects anything. I've restarted both iTunes and my computer several times, still won't work, and my version of iTunes and iOS are definitely up to date. It won't sync and the device bar doesn't show up, also the disconnecting button on the task bar which shows up for all devices isn't showing up… Can anyone help me?!
I have been using my iPhone for tethering lately.
I got a big data plan to use for tethering but it can only connect to a few devices and using the Wi-Fi tethering uses allot of battery.
So I would like router to help with that.
But the only router I found was the Nexaria BC2 but it looks like that was discontinued back in 2010…

I'm helping a lady I know with recovering info from her son's phone. He was 16 and died suddenly. She has his phone and is able to access it. By looking at his phone, I can see that he did a wi-fi sync to the family's pc on 2/9.
She has been able to recover all of his photos.
How can I make sure she has recovered all his music and texts? Any good software out there? She does not know his iTunes password.
