Transfer an iPhone on another Verizon plan?
My parents are starting a new account with Verizon but I don't want a new phone can I have the phone I have now transferred to that account

You don't tell us what carrier you have so we can determine the technology compatibility.
But the answer is no anyway. Verizon doesn't flash phones.
