Iphone won't activate even though it's not blacklisted nor is it sim locked? I've checked the IMEI and it's clean?

I have an Iphone that won't activate, the IMEI isn't blacklisted, there's no activation lock on it, there's no icloud lock on it, so I don't understand why it won't activate.

I've tried different sim cards from different carriers and they work in the phone, it shows the signal bars and 4G at the top, so I don't think it's caused by sim lock.

I've tried activating the phone using both Wi-Fi and carrier data but it's not working. Every time it takes me through the activation process it just says 'unable to activate'.

Is there anything else I could do?

Added (1). It starts from the 'Hola' page, it says connect to Wi-Fi, once connected I click next to go onto the next page, then it says 'it may take a few minutes to activate your iphone' then after that an error message comes up saying 'Unable to activate'

I found an iPhone 6 and need

I recently found an iphone 6 in the garbage, (don't ask why) and it takes a password to unlock it, i don't know the password. It was dead when i found it so i charged it up and everything requires the password before i open the phone, siri takes a password, touch id takes a password, everything. Help me i don't know how to unlock it, this phone is in really good condition, no breaks or anything. I don't know the owner but i would like to find them and return it to them. I have a computer and another 2 phones, so if it takes a phone or a computer to unlock it, i can do it.

Why do people like this come into retail stores just to start trouble?

This one woman comes into my TJ Maxx every few weeks and she always starts trouble. Today, she came to my register to return a couple pairs of shoes, on a couple different receipts, $40 each. 2 of the receipts were about 4 months old and I told her I'd have to give her back store credit, as we have a 30 day policy. She was arguing to get cash back. And on one of the receipts, she had used a 10 percent credit coupon so I told her she was only getting $36 back for one of the $40 shoes. Then she started accusing me of stealing $4 from her. So I called my manager over and he explained the policy to her and she demanded the number to corporate. So she called them and twisted my manager's words around. Not exactly sure what she was saying because I was ringing up my next customer, but I heard my manager telling her, "That's not what I said ma'am." Anyway, she came back to me, spitefully agreeing to get store credit back. So I processed the first receipt, then she swiped the card, and slammed it on the counter in front of me! Then I scanned the next receipt, gave her back the card, she swiped it, then slammed it on the counter again!
There was another incident last year when she came in to return an iPhone screen protector, angrily accusing us of selling her a cracked one! So she exchanged it for another one. To calm her down, I opened the box of the new one to show her it was in good condition. So she bought that one and left… Or so I thought

Added (1). She came back like 10 minutes later, back to my register (LUCKY ME), slams the screen protector on the counter, angrily screaming, "THIS ONE'S CRACKED TOO!"

My phone charger keeps going on and off?

So I have used a lot of chargers and they do the same thing but I have a iphone 7 and awhile ago I lost my charger that came with the phone so I went out to get a new one multiple times but I use my phone a lot so I have to use my charger a lot and I often find myself having to twist the charger now for it to even work but it looks like the chip is burnt out but I literally just got it and have only used it 10 times max through a span of 7 days. I'm not sure what the total problem overall is but if you can answer my problem that will help and if you have any charger recommendations that would help.
