It's on in settings, and no matter how many times I turn it off or on, it just won't show. This randomly happens, but usually it comes back after I turn it off and back on. In settings. Nothing seems to be working.

I just don't understand why it would cost you to make an app? I do understand the 100 dollar fee apple charges you to publish it to itunes, but i don't understand why it would cost thousands of dollars if your creating the coding off by scratch? If you are creating the codes why does that cost thousands of dollars? It should be free since you are manually typing in the codes? It might be a dumb question but i really just do not understand it?
I have had an iphone for 3 years now but last January I got the iphone 5.It wasn't until March when my phone bill peaked up to around $500 when it is usually around 70.
I think its my data usage that's so unbelievable high making my phone bill so expensive, but I don't know how to stop it. I called Apple and the guy even said the amount of data used is humanly impossible to do.
So is this a glitch in the phone? I've done nothing different with my phone for the past 3 years and since march my bill has been crazy high and iv had to pay most of it.
Also, turning off the cellular data button was suggested for me to do although i didn't even know that button existed and have never turned it off and neither do my friends so why all of a sudden is this happening?
Added (1). Also all i use my phone for aside from texting is twitter sometimes facebook, instagram, youtube and the odd google search. The Apple guy also said it is as if I stream videos literally 24/7 on my phone which is obviously not true
