I have at&t but this sim doesn't have data plan and i don't want to pay for it, so if i jail break it will i not have to pay?

I used to use the "Yellow Note" function that came on my iphone - very basic - just replaced using a pen and paper, so I always had it with me. For some reason, my notes kept deleting themselves (I'm sure it was something I did, but didn't know how) which was incredibly frustrating when i had to-do lists with 20 different items on there.
I've seen some apps that make lists, but most are way more than I need (Sync with the cloud, cross reference with other devices, etc.). I just want a basic app that I can make a list and I can edit. I downloaded Errands To Do, but all lists came out alphabetical and couldn't be re-arranged. Also tried I Do Lists which was almost an exact replica of the "yellow notes," but couldn't insert an item in-between two other items. Also couldn't skip lines to leave empty spaces (how I separate some items in my list.
Are there any BASIC list makers that I can try, that will let me put items where I want?
Last friday i chilled with this kid a yr younger then me i'm 17 hes 16 and he had asked to borrow my ipod. He has a iphone. I said no more then times then when we went downstairs i had seen he had slid my ipod touch into his front pocket. So i said wheres my ipod? He said i think you left it upstairs. Then i got mad i was like *** i seen you put it on yo pocket! And he gave it back he was like come on let me borrow it because he was going to a basketball game and wanted to listen to music like. He has a iphone coulda used that. Anyway i got sick of the nagging so i said yeah fine but i better get it back he swore up and down he would. Now its almost been a week and hes dodging me avoiding my calls and texts. I have texts in my phone from him saying hed return it and stuff.
And get this he was in my city yesterday! Its clear hes avoiding me.
So my question is if i take this to the police do i report it as stolen property
or how do i approach this the proper way to get it back?

I'm a father of three and most of them are in their teens, this as i'm sure you are aware leads to excessive internet usage. My question to is how to monitor this, ideally I would like a program that will tell me how much data is being downloaded and to what platforms? ( computers, iphones ect.), because i'm sure that it is their ipods and iphones that are doing most of the downloading and/or streaming, please help me out because this is really racking up the bill as we have a capped data amount and it usually goes over it.
I have a i phone 4s unlocked to work on tmobile network but my text messaging will not work i can't send a text but i can receive everything else on the phone is fine (calling and internet). Any help or suggestion would be great.

The second one has a perfect brand new cover without a single scratch and a broken back. It won't turn out and i don't know why.

Okay so umm i messed up a file in the mobilephone.app and i'm wondering if there's a way to get that file back? I have an iphone 4s verizon running 6.1 (10B142). The phone is obviously jailbroken, when ever i try to open the phone app it crashes before it opens. I tried a back up and that didn't work. I tried to restore it to 6.1.2 but it doesn't let me since apple isn't signing it. I'm willing to restore my phone as long as the firmaware doesn't go above 6.1.2. Any suggestions, please i need this quick.
