Can you restore (wipe data) from a dead iphone?

I have an iPhone 3GS that i was going to sell for next to nothing for parts but it won't charge at all, won't turn on (screen remains black) and when i use the USB to plus it into my computer it is not recognised therefore there's no way of being able to wipe all the data on it with a restore. Does this mean all data is most likely wiped and will never be able to be retrieved anyways? Just trying to decide if its data is still retrievable ei. Unsafe to sell.

I don't want someone being able to retrieve personal information obviously. Would you sell or not?

My iPhone might have sweat damage?

So I'm away at college, and have the flu/a fever. After talking/sweating on my phone for about an hour I went to sleep. Looking at it now it has a discolored area in one corner. (also i took my case off, and the back was still wet with sweat - gross!) Is this something I should be concerned about? I don't have bags of uncooked rice or anything to put it in, and I'm pretty sure I didn't buy the warranty (bad move, in retrospect)

Heres a picture I took with my webcam, so not good quality, but you can see the discoloration in the bottom right

Added (1). Also (again with the whole being away at college thing) there's no apple store around, and the verizon store is about a mile away, pretty far to walk in the winter with the flu

I get 1-2 bars in my home for 3G and if I move a little bit that also goes away & if I get outside my home the network and 3G speed is perfect, even if I go out in my balcony the network is awesome just the network ain't goof inside. Is my iPhone 5 safe to turn on?

I dropped my iPhone 5 in my toilet (it was in my sweater pocket and it fell out). I immediately took off the case and dried it off with a towel and I tried to turn it off, but I couldn't slide the red button because my touch screen wasn't working. So I put it in a bowl of rice, but I took it out about 30 minutes later, because my mother said putting it in rice with the battery still in can damage it even further. So it lay on my desk until my mom found a proper screwdriver to remove the screws. About 4 hours after the incident, I removed the screws and tried to pry off the screen so I could remove the battery, but no such luck. I used a vacuum to remove the water (The condensation is gone from both cameras). It ran out of battery, but I'm scared to charge it, as charging it would mean turning it on.
So my question is, it is safe to turn on? I think I removed most of the water. Or should I wait until tomorrow, until I see a person who specializes in water damage in iPhones?
