At most places, they charge 100~200 dollars to fix it. On eBay, I found this

But I was wondering if this is what I need to fix it. It says that no touch sensor/digitizer is included. What does this mean?

I just updated to iOS 7 and i want to know how to make a panoramic picture so i can set it as my background.
Someone stole my iphone 5. Either they cut it off or it died either way I can't use the find my iphone app because its cut off. When I locate it, it says its offline but its still listed under devices. If they restored it won't it delete?

Can someone tell me if I can surf the internet at home or at hotspots ( eg. Starbucks, McDonalds ) with an iphone 5 without inserting a sim card.
