My phone says storage is almost full but it's not?

My iPhone SE keeps telling me that my storage is almost full but when I look in settings I have over a GB of space left. And I have 3.5 GB on my cloud. Any idea why my phone is doing this and how I can fix it?

Added (1).… The girl who sold it to me wasn't answering any of my calls - avoiding me. Then, they tell me via email "Unfortunately, we're unable to process your request at this time due to the past due status of your account."

So, she didn't pay off the phone. Why is it so easy to sell unpaid phones? Why can't I just get her address from her account (All her information should be there!)

But most smartphones break easily.
